Chuck Fenda, the Poor People Defender, is back with his third opus 'Fulfillment', but yours truly strongly doubts this will be the album he'll be remembered for. 'Fulfillment' is off to a good start with the aptly titled 'I Am For The Poor' and the first half of the album contains a number of nice tracks ('Heights' is a fun version on the 83 riddim and 'Bad Boy' is a stomper on the M16 riddim for which Fenda brought Sammy Dread back from oblivion), but in the second half Fenda seems to lose his pace and gets bogged down in a number of semi a cappella songs with poor lyrical value ('Want To Be Free'). 'Tough Time' is a successful duet with Bushman, but Fenda's part in the track remains quite minimal. 'Fulfillment' isn't a bad effort, but it isn't an album that will linger in your mind for long either.
